A second man has been charged in the November of 2017 death of 34-year-old Leland Harris.

The Cedar Rapids Police Department announced in a media release this morning they've charged 42-year-old Lloyd Koger, Jr. (photo below) in the case. He faces charges of First Degree Murder, Intimidation with a Dangerous Weapon, Conspiracy to Commit a Forcible Felony, Felon in Possession of a Firearm, Accessory After the Fact, and Driving While Barred. Koger was already in custody on other charges, when he was served with the new charges Tuesday, October 8.

In April of this year, 19-year-old James S. Phillips of Cedar Rapids (photo below) was charged in the same case. Phillips was charged with First Degree Murder, First Degree Theft, Conspiracy to Commit a Forcible Felony, and Going Armed with Intent.

Harris' body was found in an alley in the 500 block of 10th St. SW just before 7:30 a.m. the morning of November 22, 2017. An autopsy revealed he died of gunshot wounds, likely the night before.

Cedar Rapids Police say the investigation continues.
